Dr. Harold Border serves as the chief strategy officer for Orange County Public Schools in Florida. In this role he aligns district strategic initiatives and partnerships to the OCPS 2025 Strategic Plan, overseeing the assessment, accountability, strategy and research teams. With  more than 25 years at OCPS, Border has held positions as a teacher, coach, assistant principal, principal and executive cabinet-level leader.

Previously, Dr. Border was the OCPS Chief of High Schools from 2016-2022, where he oversaw student success in 22 traditional high schools, impacting 60,000 students and 4,200 staff members. During his tenure, the district achieved unprecedented success in graduation rates and access to rigorous coursework, reaching the district’s highest traditional high school graduation rate of 98.5%.

Dr. Border is active on numerous boards and committees, including Junior Achievement of Central Florida and the Central Florida Boy Scouts Council. He serves on the Orange County Citizens’ Commission for Children Board and holds key positions on district teams like the Superintendent’s Cabinet and IT Governance Committee. Recognized nationally, he has participated in the Michael Casserly Urban Executive Leadership Institute and the Fellowship for Public Education at Yale. His advocacy for school climate and promoting health initiatives has earned accolades from the Aspen Society and American Heart Association.

Dr. Border earned his bachelor’s degree in elementary education, master’s and doctoral degrees in educational leadership from University of Central Florida, and completed a fellowship with The Broad Center at the Yale School of Management. He  is also a former officer of the United States Navy.
