Dr. Kelvin Roldán serves as deputy commissioner for System Transformation at the Rhode Island Department of Education. He oversaw the development of Rhode Island’s COVID-19 recovery and acceleration strategy and the Turnaround Action Plan for Providence Public Schools.

Dr. Roldán is an innovative leader with extensive experience managing change in education and government. He has held various positions in the City of Hartford and the Hartford Public Schools, co-developing the district’s reform strategy and securing over $80 million for strategic priorities, closing Hartford’s achievement gap by one-third. He co-founded several organizations, including Hartford Promise, Hartford Performs and Hartford Youth Scholars.

Dr. Roldán holds a Bachelor of Arts in Chinese language and literature and in political science from Middlebury College, a Master of Arts in public policy from Trinity College, a professional diploma in educational leadership from the University of Connecticut, and a doctorate in Education Leadership from Harvard University, where he was a Judith K. Dimon Fellow.
